It has been happening on every BI version (always on the latest and greatest cutting edge version) for the last 3-4 months at least. Windows updates are up to date, iOS is up to date. It is VERY random as it will work one second and not the next.

I 100% understand this is NOT a Blue Iris software issue, BUT I would REALLY appreciate any tips or tricks to hunt down the TRUE root cause.
Pretty sure it is a network issue as it only happens every now and then, on random camera alerts, no specific time etc.
BUT how do I prove it to my ISP...
